What is Regulation CE 1069/09?
First of all an EU regulation defines homogeneous rules to be implemented in all Nations belonging to the European Union. Regulation 1069/09 establishes the sanitary and animal-health-condition rules for collection, transportation, storage, handling, processing, use, disposal of animal by-products.

Which is the purpose of Regulation CE 1069/09?
The regulation aims at protecting the public health and the health of the animals involved or, which may be involved in the procurement of row materials for the use of animal by-products.

Which are the health guarantees supplied by companies and products complying with Regulation CE 1069/09?
To comply with the provisions of Reg. 1069/09, products must be free from enterobacteriaceae, as well as being subjected to decrease of sporulation and toxinogenesis. Moreover, they have to be stored so to avoid contaminations or infections following processing. Thus, the products resulting, shall be stored in silos or bags well closed and insulated.

Are all manufacturers of fertilizers subjected to Regulation CE 1069/09?
The companies subjected to Reg. 1069/09 are those, which produce fertilizers through processing of the products listed in the regulation, thus, in this case, those that process cow, ovine, equine, or poultry manure.

Are included in the Regulation also manufacturers of fertilizers which use the composting technique and those who use biogas plants?
Yes, the regulation regards the plants for composting and production of biogas. In particular, the plant for production of biogas shall be equipped with a unit for pasteurization and sanitation, and the plant for composting shall be well closed and equipped with a temperature control device. Each biogas and composting plant shall have its laboratory or apply at an external laboratory. The material used in a composting plant shall satisfy the following requirements: minimum size: 12 mm; minimum processing temperature: 70 centigrade degrees; minimum duration of stay into the reactor with temperature of 70 centigrade degrees: sixty minutes.

Do the attainment of authorization in compliance with Regulation CE 1069/09 mean that the company’s products are traceable?
Yes, the authorization according to Reg. 1069/09 includes a control from the beginning to the end of the production chain, so to guarantee that the products involved are healthy.

Are there particular provisions for manure?
According to Reg CE 1069/09, the products coming from manure can be placed on the market only if they come from a plant recognized by the competent authority, in compliance with the regulation, and only after thermal treatment at a minimum temperature of 70 centigrade degrees during 60 seconds at least.

Which are the treatment methods included in the Regulation?
There are different transformation methods admitted by Reg. 1069/09, according to the material processed. The provisions for manure are: Processing during 60 minutes at 70°C.

How can a company obtain the authorization according to Regulation 1069/09?
The authorization to produce animal fertilizers is obtained upon submission of a dossier, which reports the results of a microbiological study led continuously during the production process for two months at least, which testifies that no pathogenic problem arose during the whole period. Besides the microbiological study, the regulation requires a test to proof that there are no crossed contaminations. In addition, a self-control system to guarantee observance of the regulation provisions, also after attainment of the permit to continue production, shall be predisposed.
